Description
| - This paper deals with the possibility of using e-learning in education for employees of municipalities. The published surveys (listed in the paper) show that the level of management of municipalities is very low or that there is only very little use of modern management methods. Therefore, it is neccessary to focus on improving managerial skills of managers of municipalities. This process could be in two-phases, while in the first phase it is necessary to provide employees with basic management skills, and then followed by further expansion of knowledge and skills. Traditional educational methods have advantages, but on the other hand also disadvantages, such as time-consuming, strict schedule, lack of offices, travel expenses, etc. One of the ways to solve this problem especially in the first phase, is the use of e-learning. This paper focuses on the economic aspects of e-learning in the training of employees of municipalities and also under what circumstances is e-learning worth bringing in, from an economic point of view. Furthermore, the paper presents partial results of the pedagogical experiment that was conducted at the Faculty of Informatics and Management in the University of Hradec Kralove. The aim of the aforementioned experiment, is to compare the effectiveness of education with the support of e-learning to the effectiveness of traditional education in the subject of Principles of Management. A sub-objective was to test the hypothesis if the education with the support of e-learning achieves comparable results of student performance compared to the traditional full-time form of education. In the research the following methods were used: a pedagogical experiment, educational tests (pre-test and post-test) and statistical methods for processing the results.
