"This paper focuses on methodology and results of the initial analysis of the market environment of the broadband networks made for the notification process (to European Commission) in the Regional Operational Programme NUTS 2 South-East in the Czech Republic. There is a need of public support of building backbone broadband networks for regional development but because of possible disturbance on competitive conditions of broadband market, notification of EC is necessary. The analysis was made by team from College of Polytechnics Jihlava for the Office of the Regional Council NUTS 2 South-East in comparison with the experts from the University of Economics, department of Econometrics, which solved the multicriteria decision problem. The area, the analysis was made for, consists of two separated regions. The aim of the analysis was to approve which parts of these two regions provide demographic, geographic and infrastructural conditions for possible market failure, i.e. these parts are not attractive for business to build commercial broadband infrastructure. According to the parameters that influence the decisions of the commercial investors in the broadband and also with regard to the relevant and accessible data, the 8 criterions for each municipality in each region were selected. We have obtained two matrices, in each 8 criterion and about 700 municipalities. The task was to separate the municipalities into three zones: %22black%22, where the market does not fail, %22grey%22 with the possibility of the market failure and %22white%22 that are not attractive for the commercial investors.
