"The durability or performance properties of steel-reinforced concrete may be significantly imparied by the aggressive effects of the ambient gaseous environment. Defects are frequently caused by a gradual loss of alkalinity in the so-called cover layer due to carbonisation. This is a reaction betwen atmospherc CO2 with the hydration products of cement, which leads to a subsequent loss of passivity in the reinfircement steel.
