"The study \u201CBavaria\u2019s external activities on the bilateral, regional and European levels\u201D offers an analytical overview of Munich\u2019s external relations since 2008. Utilising concepts from the literature on paradiplomacy, defined broadly as international activities of regional governments, our research is grounded in an extensive collection and analysis of primary sources. A vast corpus of publicly available documents was gathered and examined (including legal documents, political manifestos, official communication, parliamentary proceedings, statistics). 23 elite interviews with politicians, officials and academics were conducted in Munich, Prague, Berlin and Brussels. The study introduces a basic analytical division between European politics (EP) and foreign relations (FR) as the two main components of Bavaria\u2019s external activities. EP is understood as belonging to domestic politics, as the political struggle is usually over measures that b ecome di rect part of European, national or regional legislation. In contrast, FR are characterised by a colourful network of differentiated activities and are more often than not conducted on an informal basis, with little legal ground. Bavaria\u2019s actorness in FR is thus rather practical, i.e. based on actual conduct of relations and recognition by others, than legal. EP and FR are also typically conducted by different offices within ministries and other institutions. Chapter II analyses Bavaria\u2019s European politics in its complexity, including legal framework, political and public debates, key interests and institutional actors in Munich, Berlin and Brussels. The three remaining chapters focus on foreign relations. Chapter III presents a general overview, identifying key institutions, mechanisms of coordination and planning and the tools available. These general insights are then developed in the following case studies on international trade (Chapter IV) and Czech-Bavarian relati ons (Cha pter V)."@en .
