The main dilemma of social policy of many States is whether it is appropriate in the context of population-friendly policy to enhance the social benefits and helping to higher birth rates. The person caring for child, however, will not work, and its revenue to finance the social system and contribute to the State budget. On the other hand, it is important to ask whether it is necessary to allow the harmonization of the two core aspects of the life of the parents in the context of establishing appropriate working conditions for working parents of small children, or other legislative measures. In addition to the existing or new flexible forms of employment and adjustment of the conditions of entitlement to family benefits is necessary to adopt new legislative measures that persons caring for children helped to once again engage in the work process. It is, above all, and these family-friendly measures: children's group (mini-nursery), reciprocal parental assistance (the so-called neighborhood babysitting), and support of care services for children in the framework of the trade enterprise.
