Because of financing public sector institutions via redistributing process, the decision about optimum amount for this institution is very often difficult. One of the way, how we can prevent wasting and unsuitable allocation of resources, is creating such motivational system of organization financing, which would to allow the distribution of finance on the basis of quality and quantity performance.
