"Economic policy, as a summary of economic arrangements, economic instruments and processes through which the state implements social and economic functions, currently needs a new analytical tools and nonstandard methods by which can evaluate and find yet non-obvious or unclear links and thereby realize the social and economic function to a higher level. One of the non-standard methods of analysis is precedence analysis. The principle of this analysis is to identify the links between the analyzed entities and to find increase or decrease in the value of selected variables between these entities. Precedence sensitivity analysis explores the response to stimuli or to the change of the value of the selected variable. Sensitivity is investigated on changes in number of precedences and their lengths. The paper deals with precedence analysis of number of enterprises in selected regions of the Czech Republic and analysis of border precedencies in the context of social and economic functions. T he analysis and the methods used are part of the research that takes place at the School of Business Administration in Karvina within the project SGS 5/2013.The results may help to improve quality of social benefits transfers, to solve problems related to unemployment or to create the conditions for a successful business." . . .
