"Intergovernmental grants are basic instrument of allocative, redistributive, and stabilization function of public finance. Fiscal federalism identifies basic reasons for the grants: internationalization of the spill-over effects, fiscal equalization (vertical and horizontal balance), support of the merit goods, whole tax system improvement and tax revenue sharing, fiscal efficiency, and raise of the fiscal efficiency in the case of labor mobility. Generally speaking the conditional grants are recommended for the allocation contrary for the redistribution the unconditional grants are recommended Structural funds are the instruments of the redistribution of the budgetary finances of the EU but they essentially fulfills the allocation function of the EU budget.
