The signal-to-noise ratio for detection of the greenhouse effect is better in the upper atmosphere. Therefore, investigations of long-term trends began to grow up in the 1990s and a joint IAGA/ICMA/SCOSTEP Working Group was established in 1999. The principal investigator, Dr. La\u0161tovi\u010Dka, is its chairman. The purpose of the project is also to help with activities of this Working Group (Workshop Prague 2001, assesment of knowledge about trends).
