In the project, strategic decisions on spending and their effect on the voters\u2019 support will be studied empirically on a sample of Czech municipalities over the period 1998-2010. With a unique dataset of disaggregated spending, we will perform a detailed analysis of the local electoral cycles which has not yet been carried out in any post-communist country. The first part will analyze whether Czech municipalities tend to change budget composition in a pre-electoral period with the main focus on specific spending items (e.g. transportation, social care, public safety). The second part aims to uncover to what extent voters reward politicians for a strategic increase in specific spending. The last part will study how municipalities respond to exogenous revenue shocks. It aims to show how budget composition adjusts to shocks and whether the effect of a revenue shock on spending offsets the effect of re-election incentives."@en . .
