Recently, major flood situations have provoked an urgent need of the safety reassessment of dams, evaluations of the protection of downstream areas, and studies of flood control proposals. Modern control methods are used for operational control of dynamic systems. They are accomplished by discrete decisions in each step of regulation. A simulation of the decision-making algorithm of flood control is accomplished with the use of MATLAB. The short-term forecast of stream flows into the reservoir is performed by a commercial conceptual hydrological AQUALOG model based on the Sacramento and the instantaneous unit hydrograph model. The research on operational flood control using a decision making dynamic model has proven to have significant advantages over empirical control without the model.
