In comparison with a special system related to the offerings of a certain amount of physical activities and the quality of PE and other sports events, the inclusive system seems to be a little counterproductive from the point of view of health promotion through PE and physical activities. This problem can be ameliorated with the help of some legislative regulation (the typical medical recommendation of exclusion from PE due to the ?old fashioned? classification into 4 health categories), education and/or technology arrangements. But, in reality, students are automatically excluded. A systematic school policy for inclusion and ? secondarily for the understanding of healthy behaviour as well as of health promotion (in the field or practical environment) seems to be very important. The basic problem, above all, can be seen in education. Maybe a new construct of ?framework programs? (the topic ?Humankind and Health?) can change not only the amount of lessons but also content and approach changes.
