This paper examines the 2000 IGC from the perspective of the candidate states. Specifically, it examines the following key questions: how do the candidatestates view the issue of institutional reform and its relationship to enlargement? What were the views of the candidate-states on the main issues discussedat the IGC, and were these views uniform or did they reveal differences on the basis of factors such as size and potential dates of accession?
