The paper is an experimental investigation of the formation criterion of synthetic jets in the Stokes number range of 73 to 292. The working fluid is air. Considering the slug flow model, the criterion is quantified using the hot-wire anemometry. Two evaluation methods are used based on the power characteristics and the power spectrum online observation. The formation criterion is correlated in terms of the Reynolds-Stokes number relationship. Alternatively, it is quantified using the critical stroke length, which systematically decreases from 0.6 to 0.3 as the Stokes number increases from 73 to 292.
