In this paper we analyze the available evidence concerning the impact of regulation fees on the insurance system expenditure in the outpatient sector of the Czech health care system. We aim to determine whether the introduction of the regulation fees really lowered the insurance system expenditure in that sector as the government had intended. We found that after the introduction of the regulation fees the number of visits indeed declined, but the growth rate of the insurance system expenditure on the outpatient care had increased.
