The area of applications development for government purposes can be characterized as very specific. Projects are usually more complex and there are some other differences in comparison with private projects, but the paper´s aim is not a searching and description of them, but highlight differences in area of software development complexity estimation. Supplier who is going to develop information system or eGovernment application takes into his consideration presumptions which are not important in case of classical project. The important one of them is political cycle, when many change requirements could appear in situation of government replacement. The second part of the paper introduces current method of complexity estimation and their using for eGovernment.
