In the paper we are trying to find a solution to ACR SMCN modernization problems. The statistical analysis of the data acquired by measuring the real telecommunication network operation enables to obtain useful operation characteristics for designing an adequate communication network model. By the operation simulation in the model, it is also possible to predict the network behaviour when topology changes, and analyse possible variants of the operation switchover to IP technology. V příspěvku hledáme řešení problému, jež přináší modernizace SVSS AČR. Statistická analýza dat získaných měřením reálného provozu telekomunikační sítě umožní získat potřebné provozní charakteristiky, s jejichž pomocí je možno vytvořit adekvátní model telekomunikační sítě. Simulací provozu v modelu je možné dále předpovídat chování sítě při změně topologie sítě a analyzovat možné varianty přechodu provozu v síti na technologii IP.
