The Codex Alimentarius has become the global reference point for consumers, food producers and processors, national food control agencies and the international food trade. Its present contribution to the protection of public health and fair practices in the international food trade is of great importance. Both the SPS Agreement and the TBT Agreement recognize the great importance of harmonizing standards internationally in order to minimize the risk of sanitary, phytosanitary and other technical standards becoming unjustified obstacles to trade. Members are encouraged to use international standards where they exist. The WTO itself does not develop such standards. However, most of the WTO members participate in the development of these standards in other international bodies. For the purpose of harmonization, in view of food safety, the SPS Agreement has chosen the CAC as one of the relevant standard-setting organizations and has identified their standards, guidelines and recommendations for food additives, veterinary drug and pesticide residues, contaminants, methods of analysis and sampling, and codes and guidelines of hygienic practice. In consequence these Codex standards are regarded as scientifically justified and are accepted as the benchmarks against which national measures and regulations are evaluated. Considering the growing world trade and the significance of the CAC in the framework of the WTO, its importance is still increasing.
