Contribution of social enterprises to the national economy consists mainly in the triple combination of benefits - economic, social and environmental. Social enterprises are becoming strong and effective instrument of state administration and local government in the fight against social exclusion, help deal with rising unemployment, especially unemployment specific population groups that are difficult to apply to the labor market due to various health and social barriers. The aim of this paper is to examine and evaluate the status and application of instruments of human resource management in the selected social enterprises in the Czech Republic. In the paper method was used for statistical questionnaire survey in order to collect relevant information, analytical method and the method of induction. The purpose of this paper is to define the basic concepts of social economy, as a conceptual platform of opinion, which one of the tools applied in practice, is just a social enterprise. The paper lists the various types of social enterprises, presents the concept of social enterprise in Europe and the Czech Republic. Specific type of model is then adapted to also control systems in the enterprise and the overall management structure of the company. The next section explains the concept of human capital, including the basic concepts of human capital, since it is the social enterprises contribute significantly to cultivate human capital and social capital development, not only in organizations, but also the regions and conditions throughout the state.
