The Balanced Scorecard represents a new model of a strategic management in public administration that enables organisations to clarify their vision and strategies in order to secure their easier implementation. Presented paper provides partial results from the international questionnaire survey called %22Balanced Scorecard Method%22 Effective Instrument for a Strategic Management of Municipalities and Regions - that was performed among foreign cities and regions which have already used BSC method. One of the research goals was to identify the reasons contributed to the decision to apply the method, and further find out the preconditions and the extent of BSC implementation in local governments.
