The recommendations and program statements of EU in period 2000-2010 directed the national school systems towards the reforms that EU demanded. Our curricular reform in particular determined the educational outputs on the primary and secondary schools level, mainly in the area of competencies and the skills that follow them. In this study, we aimed to establish the required scientific skills of students at different levels of these schools and the hierarchy of these skills. The solution for the suggested skill system was IBSE (Inquiry Based Science Education).
