Human capital is a major factor behind economic growth and prosperity as well as social outcomes, including health and social cohesion. Data seem to indicate that the education system in the Czech Republic (and other developed countries) does not allocate talent and resources optimally. The goal of this research project is to identify optimal, welfare maximizing government policies related to human capital accumulation and schooling. This project will study a macroeconomic life-cycle, general equilibrium model with heterogeneous agents accumulating human capital. Using data from the Czech Republic, EU, and USA, we will analyze implications of education reforms on welfare, efficiency, aggregate levels and inequality. We will focus on their impact on attainment and efficiency in education, skill distribution, and schooling equity outcomes. We will compare education reforms' political support and impact on different population groups identified by income, wealth or human capital. These results will serve as an important set of recommendations for government policy. Incorporating human capital accumulation and admission procedures into this type of model is an important theoretical contribution to the current literature on the dynamic macroeconomic theory.
