"Projekt ""Dosahování celospolečenského konsensu v otázkách protipovodňové ochrany"" si klade za cíl provést analýzu rozhodovacích procesů a způsobů dosahování společenského konsensu v otázkách protipovodňové ochrany, včetně identifikace hlavních aktérů a jejich zájmů a role veřejnosti. Vzhledem k odbornému zaměření nositele projektu, je kladen důraz na efektivnost všech uvedených procesů se zohledněním časové, prostorové, ale především nákladové dimenze. Teoretické aspekty výzkumu budou prověřovány pomocí empirických podkladů a dat z katastrofických povodní v roce 2002 a terénní analýzou případových studií tzv. ""malých povodní"", kterým doposud podle našeho názoru nebyla věnována dostatečná pozornost. V průběhu řešení projektu proběhnou na pracovišti nositele 2-3 diskusní semináře k dílčím výstupům projektu za účasti odborné veřejnosti a studentů vysokých škol. V rámci ověřování projektové hypotézy bude rovněž provedeno 60 řízených interview s představiteli vybraných samospráv. Výsledky" "The project proposal is focused on the analysis of decision-making processes and methods of achieving the global community consensus in the problem of the flood protection in the Czech Republic. This analysis will include the indentification of the main driving forces and actors in the relevant area and it will also include the role of non-governmental non-profit sector (NGOs) and the public. According to the specialization of the submitter, the economic effectiveness as the main criteria will be accented regarding the territorial, temporial and cost aspects. Theoretical background of the research will be followed by the empirical analysis of data from the floods in 2002 and the ""in the field"" research of ""small floods"" case studies that were not focused at all, although the mail principals of decision-making and institutions are the same as in the case of big floods. There will be held 2-3 discussion seminars in the rooms of the submitter with participation of the team of experts,"
