Description
  • Paper deals with one of major problems of most developed countries, which is a high unemployment rate. Czech Republic, as well as other countries, is still experiencing effects of a global economic crisis. One of main factors that significantly affect a level of unemployment is a relatively high tax and contribution burden on labor. Another factor affecting unemployment, relating mainly to European countries, is a generous welfare system, which discourage to work mainly a low-wage group of inhabitants. Present economic situation shows a need to reform the current welfare system. This problem can not be solved only by reducing social benefits and tightening conditions for their payment. It is necessary in order to harmonize a social system with a tax and contribution system. The Czech Republic is due to its generous social system facing with another long-term problem, which is a reluctance of people in a productive age to work. These problems can be solved only if there is a balance of the tax and contribution system with the social system. It is necessary in order to design motivational incentives within the welfare reform, not only for unemployed but also for employers. State should show to unemployed persons also another way how to solve their situation, and that is a carrying on a trade. One of possibilities how to motivate unemployed to work and employers to create new jobs, is a temporary reduction in social security contributions paid by employers for its employees and which pays for himself a self-employed person, and an introduction of a taxpayer's tax bonus, which would allow these taxpayers after a repeated inclusion in working process to temporarily increase an income.
