  • The author describes the most serious cultural impacts of globalization - raising of unequal social and economic development of regions resulting from the fact that companies, individuals and through them also cities, regions and states have different conditions and abilities to join the economic development (in compliance with the global market requirements. Especially in big cities these requirements causes a very differential development. He refers to the theory by R. Florida about a creative class that is becoming an important factor stimulating cities and regions' development. From the theory it follows that 'good environment for people' attracts creative workers and thus it stimulates economic development of territorial units. In that context the author asks the question whether Ostrava agglomeration has got enough opportunities not only for maintaining its creative class but also for recruiting new creative workers. The author thinks that these days in the era of globalization the city of Ostrava needs to manage 'the second transformation', aimed at knowledge economics. This will necessitate a lot of creative people who Ostrava will not be able to maintain and will not attract even by means of immigration unless the quality of live in this city is improved. Cultural development of the city and improvement of its environment therefore play a key role at preset.
