Description
  • The necessity of critical infrastructure risk analysis follows from the Council Directive 2008/114/EC on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection. Its results help to make the critical elements more resilient and thus in building a high-quality system of European critical infrastructure protection. According to this Directive, the energy and transport sectors, for which the Commission has not elaborated any uniform methodology yet, belong to the most critical sectors of European critical infrastructure. Based on this, the article presents a possibility of application of criteria analysis for the assessment of risks associated with facilities for electricity generation and transmission. The criteria risk analysis thus represents a possible way of uniform analysis of risks associated with critical infrastructures in Europe. The essence of the criteria risk analysis presented in this contribution is the definition of criteria that are divided into three basic groups related to the generally valid relational quantities of risk calculation, i.e. vulnerability, dangerousness and measures. It is a case of criteria related to the assessment of the level of vulnerability of facilities for electricity generation and transmission, criteria related to the assessment of the level of dangerousness of threats and criteria related to the assessment of the level of safety measures. In addition to these criteria, the article also presents mathematical relations that were defined to calculate the level of risk for specific facilities using the above-mentioned criteria. The contribution is concluded with presenting a 3D risk matrix which is based on a linear shift of a standard risk matrix (probability and impact), depending on the level of presumed safety measures.
