Description	The article deals with the results of a study undertaken within the OPERKON defence research project. In the study the causes of absence of the concept of utilization of the Army of the Czech Republic (ACR further on) are explored. The study is based on the need of development of this concept in the Czech Republic, which is essential for defining the basic course of the development of the capabilities of the ACR and generation of organizational structures applicable across the entire spectrum of future operations, as well as it is in other NATO armies. The article describes the procedures and selected methods suitable for formulation of the problem (problem tree method and the fishbone chart - Ishikawa chart), data collection methods (method of questionnaire survey and structured interviews), also possible causes and consequences of the problem of absence of the ACR utilisation concept and the application of the stakeholders analysis method are identified.
