| - At the present time but also during the whole history it is not possible to meet the needs of all individuals and their communities on the same level. Social wealth is still necessary divided on set of consensual principles and methods that can be defined and applied differently in various countries and communities. It is therefore a distribution of life needs among the individual members of society in the way that their amount and structure are regulated by pre-defined and consensually agreed criteria. This form of regulation usually does not take place by natural limiting the allocation of goods of each purchaser but more often takes place indirectly through financial regulation. If we understand regulation as management or regulative action, then despite of its requirement, we can not imagine implementation of such regulation on a global scale. That means, from a global perspective regulation is needed, but its global implementation is impossible. Its implementation can not be provided from a single center because of its focusing and the resulting efficiency which are different from case to case. Moreover, it is necessary to take account other factors, for example a regulator should have also some attributes of responsible entity to enforce its will. Therefore, we ask which entities meet generally these conditions, particularly in relation to implementation of financial regulation. On the example of the EU aiming that is still more and more different from integration concept, based on the principle of international economic cooperation. The EU is directed closer to a model of cooperation within one group perhaps with a federal arrangement. In other words the cooperation between states is aimed to cooperation within the super state.
