| - Prezentace VaV, Bonn, konference 3rd Early Warning Conference ... Navzdory existenci pozoruhodných výsledků a pokročilých metod pro řízení přírodních rizik, je efektivní, hladké fungování tohoto managementu ztěžováno komunikační nespojitostí. Ta panuje mezi výzkumem a denním využíváním jeho výsledků - tj. mezi vědou, správními orgány a občany. Existuje dokonce i uvnitř uvedených hlavních skupin jsou další informační poruchy; jak mezi jednotlivými vědeckými disciplinami (např. geovědami a matematickými vědami o dynamických systémech), tak mezi jednotlivými rezorty státní správy a v jejich vztazích s občany. Autoři propagují odspoda - vzhůru směřující organizační postup, který respektuje lokální specifika a lépe překlenuje existující komunikační bariéry, před dosud převládajícím odshora-dolů směřujícím, hierarchicky uspořádaným postupem, který charakterizuje vládní opatření. In spite of existence of notable achievements and enhanced methods for natural hazards management, the efficient, smooth function of this management is aggravated by communication gap. The latter exist between science and daily use of scientific results by public - i.e. between science, governmental administration and citizens. Even inside the listed groups there are another gaps as between different scientific fields (eg. geosciences and mathematical, dynamical systems science), as between different resorts of governmetal administration and their relationships with citizens. A bottom-up, specific local needs satisfying networking approach, which is better for bridging the existing information gaps, in advocated in contrary to the still prevailing up-down, hierarchic networking, which characterises governmental management activities.
