  • Energy security (ES) is increasingly prioritised in the foreign affairs of states seeking to enhance their industrial, economic and military capabilities. Conceptually however, ES remains elusive as attention is often paid to the question of how to secure uninterrupted flows of hydrocarbons by looking at market forces and through the nuances of alliance politics. On the latter point, alliances imply forging and maintaining formal and informal alliances between so-called %22produce and export (PE)%22 states and %22import and consume (IC)%22 states. If viewed from this perspective, the EU - 22 members, with the exceptions of the UK, Ireland, Denmark, Spain and Portugal - looks as though it were wholly dependant on imported en­ergy supplies and vulnerable to energy disruptions based on the politcal and economic will of PE states, notably Russia.
