| - The point system introduced as of 1st July 2006 has not brought expected stable results. One of the reasons represents the fact that deficiencies persist in the field of procedural law, where some offences have been affected inadequately by stringent recourses, while others would have deserved an increased attention. The present system of new drivers preparation and supplementary courses for determined categories of drivers-professionals in the CR has been up to now standing on a basis, which does not fully respect the new social environment, hence its nonconforming efficiency. Due to the above reasons, in the framework of a research programme of the Ministry of Transportation of the CR, the solution of Project TWIST – 1F54L/033/160, known under the title of “the Project Twist”, the objective of which is to design a national system of drivers tuition established on a new basis respecting the new social environment, has been in progress.

- Bodový systém zavedený 1. července 2006 nepřinesl očekávané stabilní výsledky. Jednou z příčin je, že přes zdánlivou přísnost systému přetrvávají nedostatky v oblasti procesního práva, některé delikty jsou neadekvátně přísně postihovány, jiné naopak zasluhují zvýšenou pozornost, chybí moment práce s delikventy, sankční systém postrádá provázání s ostatními prvky (absence holistického přístupu), především pak současný systém přípravy nových řidičů a doškolování některých kategorií profesionálních řidičů v ČR dosud stojí na základech nerespektujících zcela nové společenské prostředí, a proto je jeho efektivita nevyhovující. Z uvedených důvodů probíhá v rámci výzkumného programu Ministerstva dopravy ČR řešení projektu TWIST – 1F54L/033/160 „Stabilní komplexní systém výcviku řidičů a motivátory pro dodržování pravidel provozu na pozemních komunikacích“, jehož cílem je navrhnout národní systém vzdělávání řidičů na nových základech respektujících nové sociální prostředí.
