| Description
| - The public finance in the Czech Republic has been characterized by a deficit trend in the last few years, contrary to the balanced public budgets at the beginning of the 1990s. The aim of the paper is to identify the reasons of the conversion of the fiscal situation in the Czech Republic in the last decade. A decomposition of the public deficit to its cyclic and structural parts is used to explain the main reasons of the change mentioned above. The result of the decomposition shows that the fiscal imbalance has been caused by the government (government policy) not the economic cycle in the monitored years (1994 2004). The decomposition of the public deficit is followed by an analysis of the particular causes in three periods. Each period is determined by an identical trend in the fiscal policy. The periods are: 1994 1997, 1998 2002 and the current situation (2003 2004). The public deficit forecast is mentioned at the end of the paper.

- Česká republika byla na počátku devadesátých let dávána za vzor ostatním tranzitivním ekonomikám, protože veřejné rozpočty nevykazovaly žádné deficity, hodnota veřejného dluhu patřila k nejnižším, prosazovala se vyrovnanost hospodaření veřejných rozpočtů, daňové zatížení klesalo. Tento stav částečně podpořil také neprůhledný systém transformačních institucí a státních fondů, ve kterém se vznikající problémy dařilo dlouho ukrývat. Až ke konci devadesátých let došlo ke zprůhlednění celého systému veřejných financí a skryté problémy se odrazily v nárůstu deficitu veřejných financí. Nejen z tohoto důvodu je Česká republika v posledních letech charakterizována deficitními sklony, které velkou měrou přispívají k růstu veřejného zadlužení. Česká republika se připravuje na vstup do Evropské unie. Se vstupem do Evropské unie souvisí i následné zapojení do Evropské měnové unie, tzv. eurozóny. Země přistupující do Evropské měnové unie musí automaticky splňovat tzv. konvergenční kritéria, která se mimo jiné týkaj (cs)
