Description
  • Of all natural disasters, floods represent the most serious threat to the territory of the Czech Republic. This is given by the situation of the Czech Republic on the continental as well as worldwide scale. At present, design of anti-flood measures is mostly based on technical measures, without considering improvements of the hydromorphological status according to the Framework Directive on Water Management and without considering natural transformation of flood discharge in the alluvial plains of water courses. The method of designing anti-flood measures itself is based on a very simplified approach, the %22design flood%22, where the probability of excess is given by the normative in dependence on the character of the protected territory. The basic documents are e.g. TNV 75 2103 (River Adaptations) and TNV 75 2102 (Brook Adaptations). According to them, the extent of the territory protection against floods is designed based on the time of repetition of the design flow of the adjustment. The approach thus discriminates between various risk rates in different types of areas of interest very schematically (FOŠUMPAUR, 2005). Only in the last decade attention has been paid to semi-natural anti-flood measures, also respecting the requirements of the Framework Directive on Water Management. Our report presents a design for optimization of anti-flood measures in the pilot catchment of the Litavka water course, in which we propose particular measures for the catchment in its entire surface while providing good hydromorphological status. We also wanted to quantify the proposed measures leading to increased retention and accumulation capacities of the catchment.
