Description	Since 1990, organization of the territorial public administration was principially reformed two times. At the first, the system of so called national comittees was abolished and the communities as self-governing corporations were renewed (1990-2000), at the second (2000-) were abolished the district authorities of the state administration were abolished and the new regions established. Even this was the most radical reformatory step since the origin of modern administration in the mid 19. century. The first ten years of the 21. cent. will be characterized by implementation of ruch reform. Institutions of the territorial public administration will be confronted with the new tasks as well as with the consequences of the CR entrancing the EU and its demands on the administrative functioning as the service to public by respecting the subsidiarity principle. The investigation should follow the ability of the new model of legislative arrangement to realize aims of reform on the horizontal as well as (en) Organizace územní veřejné správy prošla od roku 1990 dvěma zásadními reformami: první fáze znamenala zrušení systému národních výborů a obnovení obcí, jako samosprávných korporací /1990-2000/, druhá zahrnuje období od roku 2000, kdy došlo k vytvoření /aktivování/ zemí a zrušení okresních úřadů. Právě tato fáze znamená zřejmě jeden z nejzásadnějších reformních kroků v této oblasti od vzniku moderní správy v polovině 19. století. Prvních deset let 21. století bude ve znamení realizace této reformy, během níž se budou orgány územní veřejné správy vyrovnávat nejen s novými úkoly, ale i důsledky vstupu České republiky do Evropské unie a jejími požadavky na fungování veřejné správy, jakožto služby veřejnosti při uplatnění principu subsidiarity. Výzkum by měl sledovat především to nakolik je schopen zvolený model právní úpravy zajistit realizaci záměrů reformy a to jak na úrovni horizontální, tak i vertikální a zkoumat zda bylo již dosaženo stability, případně v jakém rozsahu bude třeba provést další (cs)
