Vytvoření specifického souboru poznatků, které podporují směřování mezi vyspělé evropské země. Podpora strategického rozhodování MŠMT. Významná část bude zaměřenana zpracování politiky výzkumu a vývoje tak, aby tento proces probíhal v ČR kontinuálně. Program podpory výzkumu a vývoje v oblasti vzdělávání, mládeže a sportu. Nezbytná podpora odpovídající zabezpečení oblastí, jež spadají do kompetence MŠMT. Podpora výzkumně vývojových aktivit v oblasti vzdělávání, mládeže a sportu, podpora činnosti ministerstva ve specificky definovaných úkolech.Podporovat mezinárodní spolupráci na poli výzkumu a vývoje v oblasti vzdělávání, mládeže a sportu.
