However, we can validate the completeness partically with the following rule: An address is related to a czech region (city, district, etc.) it belongs to through CUZK_48 and CUZK_49. All regions are represented in CZ_SO_03. CZ_SO_03 is complete by definition (it is an authoritative list of all regions in Czech Republic defined by Czech Statistical Office).
