Description
  • The paper focuses on the analysis of the Austrian welfare state in the interwar period with the emphasis on the period after 1929. As one of a few European countries the Alpine Republic could already build on its previous experience. There were approved many laws in the years 1918-1920 concerning social policy. However, the same social policy caused the conflict, which led to the collapse of the grand coalition. Differences between the government and the socialist opposition remained over the whole 1920s. Subsequently, the Great Depression brought, among other things, increasing social expenditures and higher burden on the state budget. At the turn of 1932-1933, the government concluded that the parliament would not allow the enforcement of the necessary reforms of the welfare state. On this account, the government decided to eliminate political pluralism and to establish the authoritarian regime. In the subsequent period of the corporate state, the ruling elite came with the concept of the welfare state organized on the professional grounds. The government limited the rights of workers through emergency ordinances and worsened their working conditions and social position in the society. However social problems especially high unemployment was not effectively solved by these means.
