| - This paper concerns the development of insolvency proposals in the Czech Republic in the period 2008-2011, with reference to the issue of solvency representatives of small and medium business. The aim is to analyse the number of insolvency proposals and to conduct a survey among leading representatives of the business environment. Research was based on an analysis of trends in the number of insolvency proposals filed since the “new” insolvency act took effect in the Czech Republic and on a questionnaire survey specifically focused on the area of insolvency proposals among small and medium-sized enterprises. The first area analyzed was positions of respondents in insolvency proceedings in the period 2008-2011. The responses showed that only 37% were creditors in insolvency proceedings and only 2% participated in insolvency proceedings as debtors. Statistical verification was based on the Chi-squared test statistical method, at a significance level of 0.01. The test criterion value was 24.9. A statistically significant relationship is derived between the “creditor” and “bankruptcy proposal” categories. Kendall tau b, which is <-1; 1>, was used to determine the degree of dependence. Moderate dependence (0.4611) was observed. Based on the analysis, it is possible to observe a growing number of insolvency proposals especially in the period 2008-2009, with development growing at a moderate pace in the next reporting period. The survey among representatives of small and medium-sized enterprises shows that more than 60% do not allow the possibility of long-term (over 3 months) inability to pay their liabilities, more than 25% would resolve the situation themselves, and only less than 5% would expect further action by creditors. The survey also shows that for more than 50% of respondents, an insolvency proposal would mean going out of business, only about 30% of respondents consider it to be a chance for rescue.
