  • Transparentnost jako koncept vztahující se ke způsobům, kterými jsou jednotlivci a skupiny zodpovědní za své chování se v poslední době stal závažným tématem mezi českými neziskovými organizacemi (NNO). Debata o transparentnosti NNO byla podnícena obavami z nebezpečí terorismu, ale z dlouhodobého hlediska je přirozeným vývojem v životním cyklu celého neziskového sektoru. Na západě jsou v posledním desetiletí otázky, jako například %22Kdo stráží strážce?%22 položená The Economist, důkladně diskutovány. Proto již existuje určitá suma vědomostí o tomto důležitém tématu a existuje proto otázka, jak by měly být tyto vědomosti použity v českých podmínkách. Tento článek se zabývá vztahem českých NNO k vertikální a horizontální transparentnosti a použitím hlavních nástrojů pro zvyšování transparentnosti NNO. Tyto nástroje jsou: samoregulační mechanismy, správní rady, standardy pro zveřejňování, informování veřejnosti a mechanismy spoluúčasti. (cs)
  • Accountability as a concept referring to the ways by which individuals or groups are held responsible for their actions has become recently a great issue among Czech Non-governmental organisations (NGOs). Debate about NGO accountability was triggered by recent concerns about the terrorism threat, but in the long term, this was a natural development in the lifecycle of the whole NGO sector. In the West, questions such as the famous: `Who guards the guardians?' raised by The Economist are being thoroughly discussed in the last decade. Therefore, a sum of knowledge exists about this important issue and the question stands, how it should be used in specific Czech conditions. This paper examines the attitude of Czech NGOs towards upward, downward and horizontal accountability and the use of the main tools for raising NGO accountability. These tools are: self-regulation mechanisms, governing boards, standards for disclosure and public reporting, consultative and participatory mechanisms.
