- Základní filozofií místních municipálních orgánů, které chtějí budovat a rozvíjet dobře fungující model organizace místních služeb, je jejich orientace na veřejné mínění. Proto je také nutné pro municipalitu být v úzkém kontaktu s obyvateli a prosazovat jejich postoje a přání. Podle Welsche (Welsch, 1998) je dotazování místních orgánů na úroveň služeb nutnou podmínkou analýzy a účinnosti a také prospěšnosti komunální politiky. Tato analýza (primární a sekundární) je základním výchozím bodem k tvorbě municipální strategie v jednotlivých oblastech specializovaných služeb. Současná situace v naší společnosti a rozvojové tendence nasvědčují tomu, že systémy volnočasových aktivit velmi úzce souvisí s podporou zaměstnanosti na příslušném území. Ta je dále determinována úrovní spolupráce místních orgánů s organizacemi, zabezpečujícími volnočasové aktivity (non-profit sektor) a spoluprací s místními zaměstnavateli, kteří jsou schopni dále aktivity rozvíjet a podněcovat.
