Description
| - The paper deals with an estimate of the active labour market policy impact on unemployment rate development for 20 European economies in 2000-2012. The period is split up into the pre-crisis period (2000-2007) and post-crisis period. In a center of research there are 5 types of active labour market policy programmes (training, employment incentives, supported employment and rehabilitation, direct job creation, start-up incentives). For the effect estimate linked to the relative expenditures on those programmes on the unemployment rate development a generalized method of moments has been used where the lagged explanatory variables are applied as the instrumental variables. To investigate the economic crisis effect a dummy variable has been introduced. The analysis results prove that in the pre-crisis period the unemployment decreased mainly as a result of employment incentives but during the crisis an efficiency of this tool fell but training and direct job creation are added.
