Description
  • The paper deals with the issue of the economics and organisation of restructuring deep pit mining industry in the Ostrava-Karvina Coal District, which initiative was taken by the Mining Company, OKD (Collieries of Ostrava-Karvina). A brief historical perspective on the significance of the mining industries in the historical Czech countries (Bohemia, Moravia, Silesia) is given, as well as a perspective on the fundamental changes that have influenced mining industry since 1989. The focus has been on deep-excavation coal mines. The restructuring has implied decreasing excavation rates, safeguarding of pits, and pit closures concurrent with changes of the legal framework and managerial structures of mining company operations. From the point of view of the organisation, the pit closure follows three steps: Step 1 – from a closure notification to stopping of excavations; Step 2 – from the excavation end to pit liquidation; Step 3 – from the pit liquidation to the finishing of various factors influence on the surface. These steps can follow each other fast or slowly. Both options have their advantages and downsides, which are characterized in what follows. The economic issue of restructuring mining industries implies availability of funding resources for closure of pits (state contributions, lawful reserves due to Coal Industry regulations, proprietor equity, purchase receipts, etc.). Such funding is needed to realize the pit liquidation per se, and to provide for environmental, social, and health remedying action after the mining has ceased.
