Description	Paper describes application of optimal control theory to model various processes that affect environmental quality both in the Czech Republic and Canada. Agricultural and mining sectors are analyzed. The research shows that market-based policies should be prefered. Command and control approaches to solve externalities in these sectors often lead to ambiguous results and without government support it is unlikely to be supported by producers in the sector.
