Description	NATO C2 Conceptual Model (SAS-050 publication) is generic model that helps to describe command and control structure and relationships between nodes within that structure. It also consists of several description stages. There exist a set of measures of merit and variables that shape the model and its purpose. On the other hand it is very general and needs to be specified if we need to describe certain concrete model with specific purpose, in this case the tactical control centre of air forces. The purpose of the model is to be implemented within simulation environment. This paper analyses generic conceptual model and build a tactical control centre conceptual model based on chosen measures of merit and variables.
