| Description
| - The book stresses the position of presidents within the political system in Central European countries. The theoretical chapter presents the contemporary debate on parliamentarism and presidentialism and later the characteristics and basic typology of semi-presidential regimes. Such theoretical framework is then applied in eight case studies examining the development of presidential institution in the last 25 years. Based on initial Duverger's typology we could observe signs of semi-presidentialism in at least two of his three types: 1) semi-presidential regimes with the direct election of president (majority of the analysed countries, the exception is Hungary); 2) semi-presidential regimes where the power is divided between the parliaments and the presidents (Romania and Lithuania). The general result and output of the comparative analysis is that in majority of the analyses systems we could observe attempts to develop the systems towards more presidential character. One of the basic reasons for such development is the situation of strong and deepening party-dealignment and mistrust in politics. In such situation presidents are strong, but not the only actors developing the strategies of personalisation and presidentialisation of politics; as other such actor anti-partisan movements, business-firm and other niche parties, media and %22celebrities%22 might be mentioned. Nevertheless, the presidents have more effective instruments than the other mentioned actors. We conclude with the statement that without an extensive constitutional change the Central European president cannot change the systems towards semi-presidential, but are able to strengthen their own position. In this sense we could talks about presidentialisation of Central European politics. (en)

Úvodní teoretická kapitola prezentuje debatu o parlamentarismu a prezidencialismu v soudobé politologii a základní charakteristiky semiprezidencialismu. Teoretický rámec je následně aplikován v osmi případových studiích sledujících prezidenty v posledních 25 letech. Analýzy se věnují porovnání reálné pozice prezidenta s třemi ideáltypy semiprezidencialismu Maurice Duvergera.
