Description	In this paper, we compare the situation of the Roma in Hungary and the Czech Republic, their segregation and state policies before 1989, and the developments after 1989, particularly in the area of housing and housing policies. This paper attempts to show that both under the communist regime before 1989 and in the post-1989 system, forms of discrimination toward the Roma existed, resulting either in a certain level of deliberate segregation of the Roma (especially in Hungary) or their coercive assimilation, which often failed and resulted in problems of cohabitation in mixed neighbourhoods and consequently to the ultimate growth of segregate localities despite the original intentions of the government. We analyze the main failures in the newly established democratic policies of Roma integration. We formulate specific policy recommendations and we intend to find out what the two countries can mutually learn, where they differ, and what the causes of difference are.
