| - During the last years, the development of road freight transport, which was associated with significant economic growth. Road transport is the factor associated with negative effects on the environment, land, reduction factor of safety, creating congestion, etc. Many studies prove limits absorb freight transport by road and the inability to continuously improve the road infrastructure, the need is highlighted by reducing the energy intensity of transport. This regulation may involve the introduction of various economic or administrative tools. Czech Republic used to regulate the flow of road of economic instruments in the form of excise duty fuels and lubricants. The primary genre excise tax increase is an increase in income to the State Transport Infrastructure Fund. The second argument for increasing the excise tax on fuels is an increasing demand for rail transport from the roads may lead to improving the environment, reducing energy consumption and thus the completion of the EU agr eement.
