Description
  • Blackout is a %22Sword of Damocles%22 of our civilization. Due to dependence on electricity the society could be threatened within a few seconds. Basic physiological needs and safety needs would not be possible to satisfy without electricity. If the imbalance of production and consumption in the electricity supply is not immediately removed, the power system breaks down in a few seconds and results into blackout. This situation may then last for days or weeks. The current public distribution networks are passive and they are not able to provide electricity supply from local sources without connection to the transmission grid. Power distributors can remove the unacceptable risk of long-term blackout affecting all regions. The power distributors should be able to provide islanding with utilization of local generation in case the transmission system breaks down (i.e. the system failure). Island operation of electrical networks has a similar function as a firewall in computer networks. Recommendation based on this research was included into new energy policy. All bigger cities should have resilient distribution system with ability to switch into island operation during national blackout. Research solves also crisis demand side management according to prioritization of critical infrastructure. Paper will present the experience from realized pilot project 2A-1TP1/065 %22Resilience of the distribution system during national grid blackout to improve safety of population%22 (RESPO - RESilient POwer).
