Description	Rok 2003 je vyhlášen Evropským rokem zdravotně postižených. Tento rok představuje jedinečnou příležitost pro nastolení otázky zdravotního postižení v rámci EU a zvýšením povědomí o schopnostech a dovednostech zdravotně postižených osob bojovat proti stereotypům a předsudkům ve společnosti. Příspěvek se zabývá otázkou výchovy veřejnosti ve vztahu k respektování zdravotně postižených spoluobčanů. Další část příspěvku je věnována charakteristice systému osobní asistence u nás a v Německu, jejímu posouzení a vymezení optimálního stavu služeb osobní asistence pro tělesně postižené spoluobčany It was announced that this year 2003 will be the year of the handicapped. This year thus represents a unique opportunity for us. To outline the problem of the handicapped within the EU. It is very important because just through improving the public acquaintance with skills and abilities of the handicapped we can fight against prejudice and stereotypes in our society. Problems concerning their handicap and ageing problems are also analysed in my paper. In it´s second part there is first defined and compared our personal assistance system with the similar one in Germany and second the optimum state of our personal assistance services for the handicapped is defined and assessed.
