Description
| - The development of inclusive education is a particularly discussed topic in the Czech Republic especially in the horizon of the past three years, since about 2008, when the Ministry of Education, Youth and Sports (MEYS) started to intensely deal with the opportunities of desegregation applied to education of Roma children based on the ruling of the European Court of Human Rights in Strasbourg in the case of D. H. and Others v. the Czech Republic. In response to the above mentioned judgement, which stated that educational practice in the Czech Republic contained elements of indirect discrimination, reflected particularly in the context of a significantly high rate of Roma children attending schools primarily intended for pupils with mild mental disabilities, the Ministry of Education, Youth and Sports prepared a MEYS Report containing general measures for the performance of the judgement of European Court of Human rights. However in terms of the expected impact on the educational system in the Czech Republic the most important statement of the mentioned report is the declaration of paradigm of the gradually planned system changes. This can be expressed in a simple theses - real positive changes in the education of socially disadvantaged pupils can only be achieved in the context of an overall transformation of the Czech educational system in the sense of substantial support of its pro-inclusive setting. Therefore the text is devoted to a more detailed introduction of the main theses of strategies of supporting inclusive education development in the Czech Republic and their resources.
